Delaware Websites and Local SEO for Three Very Different Counties
Delaware The First State
Delaware fits three distinct markets into three counties: a corporate north tied to Philadelphia, a government and farm center around Dover, and a booming beach coast.

Marketing in Delaware
Delaware Website Design and Local SEO, Wilmington to Lewes
Delaware is small, but its three counties behave like separate markets. New Castle County holds 588,026 people, 55% of the state, and its buyers search alongside the larger Philadelphia market next door. Kent County centers on Dover, the capital, and farm towns like Milford and Harrington. Sussex County has grown 16.8% since 2020 to 277,140 residents as retirees and remote workers settle near Rehoboth Beach, Lewes, and Millsboro.
That growth shows up in the numbers. The state reached 1,059,952 residents in 2025, up 7.1% from 2020, with 53,212 net arrivals from other states. Delaware's median age is 42.1 and 22.8% of residents are 65 or older, which keeps demand steady for healthcare, home services, and home improvement. Another 36,325 homes, 7.6% of the housing stock, are held for seasonal use, and the state hosted 9.9 million overnight visitors in 2023. Small businesses employ 50.6% of Delaware workers, a larger share than in Florida or Georgia.
Delaware also has one of the stricter state privacy laws. The Delaware Personal Data Privacy Act took effect January 1, 2025, and on January 1, 2027 its threshold drops to businesses that process data on 10,000 consumers, low enough to reach many busy local websites. We approach Delaware by building separate service pages and campaigns for each county, timing coastal spend to the beach season, and setting up consent and opt-out tools that will hold up as the privacy law tightens.
Peak season
May to Sep (beach season in Sussex County)
Restaurants, rentals, retail, and attractions along the Sussex coast earn much of their year between Memorial Day and Labor Day, while home services there stay busy through the shoulder seasons as second-home owners prepare and close houses. New Castle County demand is steadier year-round and follows the Philadelphia-area calendar.

Things to know
What changes when you market in Delaware
Five patterns we plan campaigns around, each backed by a published figure.
16.8%
Sussex County population growth, 2020 to 2025 [2]
Sussex County is the growth story
Sussex added residents at more than five times New Castle County's rate between 2020 and 2025 (16.8% versus 3.0%). New residents and second-home buyers are choosing new doctors, builders, and service providers, so local SEO and review building in towns like Lewes, Milton, and Millsboro pays off.
7.6%
Share of housing units held for seasonal use (ACS 2024) [1]
Market to second-home owners who live elsewhere
Delaware has 36,325 seasonal or recreational homes, 7.6% of all housing units. The owners often search for property management, cleaning, landscaping, and repairs from another state, so ads and location targeting should include people interested in the area, not only people physically in it.
10,000
Consumer threshold under the DPDPA starting Jan 1, 2027 [4]
Plan for the 2027 privacy threshold
From January 1, 2027, the Delaware Personal Data Privacy Act covers businesses that control or process personal data of 10,000 Delaware consumers, down from 35,000. Sites with heavy tracking, retargeting, or email capture should add a working opt-out for targeted advertising and honor browser opt-out signals, which became mandatory January 1, 2026.
22.8%
Residents age 65 and older, 2025 [1]
An older customer base
22.8% of Delawareans are 65 or older and the median age is 42.1. Clear phone numbers, readable type, Facebook and search over newer platforms, and Medicare-season timing for healthcare clients all matter more here than in younger states.
50.6%
Share of Delaware employees at small businesses (SBA 2025 profile) [3]
Small businesses carry the workforce
Delaware's 111,346 small businesses employ 50.6% of the state's workers, led by health care, restaurants, professional services, and construction. Most competitors are local owner-run firms, so a fast website, a complete Google Business Profile, and consistent reviews can separate a business quickly.

Services
How we tune each service for Delaware
Same team and tools everywhere. What changes is the calendar, the rules, and the searches people in Delaware actually type.
SEO
Sussex County grew 16.8% from 2020 to 2025 versus 3.0% in New Castle, so we build local pages for Lewes, Milton, and Millsboro where newcomers choose providers.
Google Business Profile
Delaware's 36,325 seasonal homes keep Sussex home services busy opening and closing houses, so profiles highlight shoulder season availability and coastal service areas.
Google Ads & PPC
Second-home owners often search from another state, so Delaware campaigns target people interested in Rehoboth or Bethany Beach, not only those physically there.
Website design
The DPDPA threshold drops to 10,000 consumers on January 1, 2027, so Delaware sites we build honor browser opt-out signals and offer a working targeted ad opt-out.
Social media
Coastal Sussex restaurants and rentals earn much of their year between Memorial Day and Labor Day, so paid social ramps up in spring before beach traffic arrives.
Reputation management
With 22.8% of Delawareans 65 or older, review replies stay clear and personal, and requests go out by text and email that older customers already use.
Regions
Delaware is several markets, not one
Northern Delaware
New Castle County (Wilmington, Newark, Middletown, New Castle)
The corporate and banking hub of the state and home to the University of Delaware, with 55% of Delaware's population and close ties to the Philadelphia metro.
How we adjust: Expect competition from Pennsylvania and Maryland providers in search results, and target Middletown's newer subdivisions separately from Wilmington.
Central Delaware
Kent County (Dover, Smyrna, Milford, Camden)
State government, Dover Air Force Base, and agriculture anchor a county of 194,786 people that grew 7.1% since 2020.
How we adjust: Lower click costs here allow broader reach; build pages for each town since buyers search by town name.
Coastal Sussex
Rehoboth Beach, Lewes, Dewey Beach, Bethany Beach, Millsboro
Beach towns with summer tourism, a large stock of second homes, and a fast-growing retiree population.
How we adjust: Run seasonal visitor campaigns in summer and year-round campaigns aimed at full-time residents and out-of-state homeowners.
Western Sussex
Seaford, Georgetown, Laurel, Bridgeville
Inland farm and poultry country with smaller towns and a more working-class customer base than the coast.
How we adjust: Emphasize value and local reputation, and include Spanish where it fits the community.
Big metros vs. small towns
New Castle County holds 55% of Delawareans in a suburban corridor that blends into the Philadelphia metro, so businesses there compete with providers from three states. Kent and western Sussex are small-town and agricultural, with Dover (40,592 residents) the largest city outside New Castle County, and local search there is far less crowded.

Delaware laws that shape your ads, texts, and website
Current as of October 2026. This is general information, not legal advice; confirm specifics with your attorney.
Delaware Personal Data Privacy Act (DPDPA)
6 Del. C. ch. 12D · January 1, 2025; lower thresholds January 1, 2027
Covers businesses that process personal data of 35,000 Delaware consumers, or 10,000 if more than 20% of revenue comes from selling data; on January 1, 2027 those thresholds fall to 10,000 and 5,000. Consumers can access, correct, delete, and opt out of targeted advertising, sale, and profiling, and controllers had to honor universal opt-out signals by January 1, 2026.
What it means for your marketing: Businesses running pixels, retargeting, or data sharing need a clear opt-out for targeted ads and a privacy notice that matches what the site actually does, since the Department of Justice enforces it and the mandatory 60-day cure period ended December 31, 2025.
Delaware Telemarketing Fraud Act
6 Del. C. ch. 25A · In force; registration required before telemarketing to Delaware customers
Sellers and telemarketing businesses generally must register with the Consumer Protection Unit, pay a $100 fee, and post a $50,000 bond before selling by phone to Delaware customers. Calls must open with required disclosures, and sales become final only 7 business days after the customer receives a written notice.
What it means for your marketing: Outbound sales programs need to check registration and exemptions first; a seller with an in-state retail store operating at least a year that meets the law's conditions, or calls the customer started, may be exempt.
