Marketing in Pennsylvania
Digital Marketing for Pennsylvania Businesses | SEO & PPC
Pennsylvania is a 13.1 million person state that grows slowly and ages steadily. The Census Bureau puts its median age at 41.2, with 21.4% of residents 65 or older, and its 0.4% population gain since 2020 came from international arrivals (196,721) while domestic migration ran negative (-54,290). For marketers that means a loyal, established customer base that rewards trust signals, reviews and clear phone numbers more than flashy creative.
Small firms do much of the hiring here. The SBA counts 1.2 million small businesses employing 45.2% of the state's workforce, led by health care, restaurants and hospitality, manufacturing, retail and construction. Home services stay busy because 69.3% of households own their homes, and Pennsylvania's Home Improvement Consumer Protection Act requires a PA registration number on every contractor ad, which we build into Google Business Profiles, Local Services Ads and site footers from day one.
Seasonality is real. Winter storms drive furnace, roofing and plumbing calls, spring opens remodeling budgets, and the Poconos, Lancaster County and Gettysburg pull 201.6 million visitors a year. The state's telemarketing law was also rewritten in 2026 to cover text messages, so SMS follow-up needs written consent and Pennsylvania calling hours built in.
Peak season
Mar to Oct (remodeling and travel season), with a Dec to Feb spike for heating and storm repair
Contractor and tourism search demand climbs from spring through fall foliage, and cost per click in home services rises with it. Winter shifts budget toward emergency HVAC, plumbing and ski-area searches in the Poconos and Laurel Highlands.

Things to know
What changes when you market in Pennsylvania
Five patterns we plan campaigns around, each backed by a published figure.
45.2%
Share of Pennsylvania employees at small businesses (SBA 2025 profile, 2022 data) [1]
Small businesses are the competition
Small firms employ nearly half of Pennsylvania workers, so most local searches pit you against other owner-operated businesses rather than national chains. Winning usually comes down to review volume, complete Google Business Profiles and fast response to calls and forms.
21.4%
Residents age 65 and older (Census ACS, 2024) [2]
Market to an older audience
More than one in five Pennsylvanians is 65 or older. Larger type, click-to-call buttons, Facebook ads and clear pricing pages tend to convert better than short-form video alone for this audience.
$49.9B
Visitor spending in Pennsylvania (2024) [3]
Tourism money is spread statewide
Visitors spend heavily across Philadelphia, the Poconos, Lancaster County and Gettysburg. Restaurants, lodging and attractions should treat out-of-state search, Google Maps and booking-engine tracking as core channels.
26%
Share of residents living in Pennsylvania's 48 rural counties (2020) [4]
Rural Pennsylvania needs its own plan
Roughly a quarter of residents live in rural counties where search volume is thin and word of mouth dominates. Broader radius targeting, local Facebook groups and strong review counts matter more there than bidding on high-cost metro keywords.
196,721
Net international migration, 2020 to 2025 (Census Vintage 2025) [2]
New customers are arriving from abroad
Pennsylvania's recent growth came from international migration while more residents moved out to other states than moved in. Spanish-language landing pages and ads can reach growing communities in Allentown, Reading and Philadelphia that competitors ignore.

Services
How we tune each service for Pennsylvania
Same team and tools everywhere. What changes is the calendar, the rules, and the searches people in Pennsylvania actually type.
SEO
Rural counties hold about 26% of Pennsylvanians, so content for Erie, Altoona and State College covers wider service radiuses and lake-effect snow seasons instead of copying Philadelphia keyword plans.
Google Business Profile
Pittsburgh's relationship-driven buyers respond to profile posts that reference specific neighborhoods and river towns, and every contractor listing carries the PA registration number that HICPA requires.
Google Ads & PPC
Philadelphia, at 1.57 million residents, is the state's most expensive auction, so we bid by neighborhood across Bucks, Montgomery and Chester counties rather than paying for citywide clicks.
Website design
Act 47 of 2026 brought texts under Pennsylvania's telemarketing law, so lead forms we build capture written consent and route follow-up within the 9 a.m. to 7 p.m. window.
Social media
International arrivals of 196,721 since 2020 drove Pennsylvania's growth, so Spanish creative on Facebook and Instagram reaches Allentown, Reading and Philadelphia communities that competitors overlook.
Reputation management
With a median age of 41.2 and 21.4% of residents 65 or older, Pennsylvania buyers lean on reviews, and personal owner replies resonate with Lancaster County's family business culture.
Regions
Pennsylvania is several markets, not one
Southeast (Greater Philadelphia)
Philadelphia, Bucks, Montgomery, Delaware and Chester counties, Norristown
The state's densest and most expensive ad market, with Philadelphia alone at 1.57 million residents and heavy competition in legal, home services and health care.
How we adjust: Win with hyperlocal neighborhood pages and tight geo-fenced PPC rather than citywide bids.
Southwest (Pittsburgh region)
Pittsburgh, Allegheny County, Penn Hills, Washington and Westmoreland counties
A health care, education and manufacturing economy with older housing stock and loyal, relationship-driven buyers.
How we adjust: Lean on reviews, local sponsorships and Google Business Profile posts that reference specific neighborhoods and river towns.
Lehigh Valley and the Poconos
Allentown, Bethlehem, Easton, Monroe County
A fast-changing logistics and commuter region where the SBA counts 76,459 small businesses, plus a resort economy in the Poconos.
How we adjust: Run bilingual campaigns in the cities and seasonal lodging and recreation campaigns for the Poconos.
South Central (Capital Region and Lancaster)
Harrisburg, Lancaster, York, Hershey, Gettysburg
Manufacturing, agriculture and tourism hub; small businesses employ 54.9% of workers in the Lancaster metro.
How we adjust: Pair local SEO with tourism-season PPC and highlight family ownership, which resonates in this market.
Northeast and Northwest
Scranton, Wilkes-Barre, Erie, Altoona, State College
Smaller metros and college towns with long winters and lower ad costs than the two big metros.
How we adjust: Cover wider service radiuses and time campaigns to the academic calendar in State College and to lake-effect snow seasons in Erie.
Big metros vs. small towns
Philadelphia and Pittsburgh draw most of the paid-search competition, but the Center for Rural Pennsylvania classifies 48 of the state's 67 counties as rural, home to about 3.4 million people (26%) in 2020. Rural markets have lower click costs and fewer competitors, yet they depend on reviews, referrals and Facebook more than high-volume keyword bidding.

Pennsylvania laws that shape your ads, texts, and website
Current as of October 2026. This is general information, not legal advice; confirm specifics with your attorney.
Home Improvement Consumer Protection Act (HICPA)
73 P.S. 517.1 et seq. (Act 132 of 2008) · 2009
Home improvement contractors doing $5,000 or more of work a year must register with the Attorney General and show their number (for example PA123456) in all advertisements, contracts, estimates and proposals, including vehicle advertising.
What it means for your marketing: Every roofing, remodeling or HVAC ad, website and Google profile we build for a Pennsylvania contractor needs the PA registration number visible.
Telemarketer Registration Act, as amended by Act 47 of 2026 (SB 992)
Act of Dec. 4, 1996, P.L. 911, No. 147, as amended by Act 47 of 2026 · Signed July 20, 2026; effective October 18, 2026
Expands the definition of telephone solicitation to include text messages and ringless voicemail, adopts a prior express written consent standard for robocalls, and limits solicitations to 9 a.m. to 7 p.m. with none on Sundays. Fines run up to $1,000 per call, or $3,000 if the recipient is 60 or older.
What it means for your marketing: SMS marketing and automated follow-up to Pennsylvania leads need documented written consent, opt-out handling and send-time rules.
No comprehensive consumer privacy law (as of October 2026)
HB 78 (Consumer Data Privacy Act), 2025-2026 session, pending in the Senate · Not enacted
Pennsylvania has no comprehensive consumer data privacy law. HB 78 passed the House on October 1, 2025 and was still in the Senate as of October 2026.
What it means for your marketing: Businesses should still follow federal rules and the privacy laws of the states where their customers live, and watch HB 78 if it moves.
