Marketing in Oregon

Oregon Marketing Agency Services: SEO, Ads, Websites

Oregon is an expensive, slow-growing market with high expectations. The population grew 0.9% from 2020 to 2025 to 4,273,586, with net domestic migration essentially flat (a net loss of 670 people) and growth coming from international arrivals. The median home value is $497,500, and 21.0% of residents are 65 or older, so many customers are established homeowners who read reviews, check licenses and compare several providers before they call.

Portland (635,109) anchors the largest market, but Salem, Eugene, Bend and Medford each support their own competition and their own media habits. Small businesses employ 53.4% of Oregon workers, led by restaurants and hospitality, health care and construction. Visitors spent $14.3 billion in 2024, which feeds coastal towns, Willamette Valley wine country and the Central Oregon resort and outdoor economy around Bend.

The Cascades split the weather. The wet west side drives roofing, gutter, moss, mold and drainage work through the rainy months, while the drier east and south face summer heat and wildfire smoke that push HVAC and air filtration searches. Oregon's rules matter to marketers: contractors must show a CCB license number in every ad including websites, the Oregon Consumer Privacy Act has applied since July 1, 2024, and a 2025 law brought text messages into the state's telephone solicitation rules.

Peak season

Jun to Sep (tourism, outdoor and construction season), with a rainy-season service peak Oct to Mar

Summer is peak for coast, Bend and wine country businesses and for exterior construction, while the long rainy season west of the Cascades keeps roofing, gutter and water damage demand high from fall through spring. Wildfire smoke events can shift summer demand toward HVAC and indoor services quickly.

Things to know

What changes when you market in Oregon

Five patterns we plan campaigns around, each backed by a published figure.

21.0%

Oregon residents age 65 and over, 2024 [1]

An older, homeowner-heavy audience

With 21.0% of residents 65 and older, Oregon has a large group of buyers who value phone calls, clear pricing and proof of licensing. Show credentials, warranties and real reviews prominently, and make the phone number easy to tap on mobile.

$497,500

Oregon median home value, 2024 [1]

High home values support premium services

Oregon's median home value of nearly half a million dollars supports premium remodeling, solar, landscaping and design-build work. Content that explains process, materials and pricing ranges helps these buyers justify larger projects.

130,525

Oregon small business employees in accommodation and food services, 2022 [2]

Hospitality is the largest small business employer

Restaurants, hotels and other accommodation and food businesses employ more Oregonians than any other small business sector. They need current menus, photos and booking links on Google, Yelp and Instagram, plus ads aimed at visitors before they arrive.

$14.3B

Oregon direct travel spending, 2024 [3]

Tourism money is regional

Visitor spending supports 121,020 Oregon jobs, concentrated in Portland, the coast, Central Oregon and wine country. Businesses in those areas should target travelers in Seattle, California and Idaho as well as local searchers.

100,000

Oregon consumers whose data triggers OCPA coverage (in effect since 2024) [4]

Privacy rules apply to growing websites

The Oregon Consumer Privacy Act covers businesses that process data on 100,000 or more Oregon consumers in a year, a figure a busy ecommerce site with tracking pixels can reach. Since January 1, 2026 covered businesses must honor universal opt-out signals, and the Attorney General no longer has to offer a chance to cure.

Services

How we tune each service for Oregon

Same team and tools everywhere. What changes is the calendar, the rules, and the searches people in Oregon actually type.

SEO

West of the Cascades, rainy months from October to March keep moss, gutter and drainage searches high, so Portland and Salem content calendars lean into that long wet season.

Our SEO service →

Google Business Profile

Beyond the Portland and Willamette Valley corridor, towns sit far apart, so a listing with reviews and a visible CCB number often outperforms extra ad spend in Medford.

Google Business Profile management →

Google Ads & PPC

Bend and coastal businesses earn most of their year from June to September, so campaigns target Seattle, California and Idaho travelers before they arrive, not just local searchers.

Paid search in Oregon →

Website design

Oregon requires the CCB license number in internet ads including websites, so contractor sites carry it in the footer, and larger stores honor Global Privacy Control opt-out signals.

Web design in Oregon →

Social media

Restaurants and hotels employ 130,525 Oregonians, more than any other small business sector, so Instagram content keeps menus, photos and booking links fresh for wine country and coast visitors.

Reputation management

With 21.0% of residents 65 or older and a $497,500 median home value, Oregon buyers compare several providers and read reviews closely before committing to larger projects.

Regions

Oregon is several markets, not one

Portland Metro

Portland, Gresham, Hillsboro, Beaverton, Tigard, Lake Oswego

The state's largest and most competitive market, with tech employers in Washington County and a metro that extends into Vancouver, Washington.

How we adjust: Target by suburb and confirm whether you serve Washington addresses, since licensing and tax rules differ across the Columbia River.

Willamette Valley

Salem, Keizer, Eugene, Springfield, Corvallis, Albany

State government, two major universities, agriculture and wine country spread along I-5.

How we adjust: Run separate Salem and Eugene campaigns, and plan around university calendars in Eugene and Corvallis.

Central Oregon

Bend, Redmond, Sisters

A resort and outdoor recreation economy with high home values, second homes and strong summer and ski-season tourism.

How we adjust: Reach part-time residents and visitors in Portland and Seattle as well as locals, and time budgets to summer and ski season.

Southern Oregon

Medford, Grants Pass, Ashland

A retiree-heavy, wildfire-prone region with health care, agriculture and theater and wine tourism.

How we adjust: Lead with phone-first ads and plan for smoke season, when indoor services rise and outdoor businesses slow.

Oregon Coast

Astoria, Seaside, Newport, Coos Bay

Small coastal towns that depend on visitors and second-home owners, with wet winters that drive repair work.

How we adjust: Target travelers before summer weekends and second-home owners year-round for property services.

Big metros vs. small towns

Portland and its three largest suburbs (Gresham, Hillsboro and Beaverton) hold about 955,000 people, roughly 22% of Oregon's 4.27 million residents in 2025, and that metro carries the state's most expensive auctions. Outside the Portland and Willamette Valley corridor, towns are smaller and farther apart, and a strong map pack presence with reviews and a visible CCB number often wins more work than added ad spend.

Oregon laws that shape your ads, texts, and website

Current as of October 2026. This is general information, not legal advice; confirm specifics with your attorney.

CCB license number in advertising

OAR 812-003-0120 (ORS chapter 701) · Current rule

Contractors must show their Construction Contractors Board license number in newspaper and directory ads, bids and contracts, business cards and site signs, state it audibly in radio ads, and show it visually in TV, video and internet ads including websites. Promotional items such as pens and shirts are exempt.

What it means for your marketing: Every Google, Meta and YouTube ad, landing page and website footer for Oregon construction work needs the CCB number.

Oregon Consumer Privacy Act (OCPA)

ORS 646A.570 to 646A.589 · July 1, 2024; universal opt-out and end of cure period January 1, 2026

Applies to businesses processing personal data of 100,000 or more Oregon consumers a year, or 25,000 while earning over 25% of revenue from selling data. A 2025 amendment (HB 2008) bans selling precise geolocation data and bars targeted ads, sales and profiling for consumers known to be under 16.

What it means for your marketing: Larger ecommerce and multi-location sites must honor opt-out signals such as Global Privacy Control and review how ad pixels share data.

Telephone solicitation rules, including texts

ORS 646.561 to 646.563, as amended by HB 3865 (Or. Laws 2025, ch. 580) · Enacted 2025

Oregon already made it an unlawful trade practice to call someone who asked not to be called. HB 3865 adds text messages to the definition of telephone solicitation and makes it unlawful to solicit outside 8 a.m. to 8 p.m., more than three times in 24 hours, or while misrepresenting the caller's identity or purpose, with exemptions for established business relationships.

What it means for your marketing: SMS and call campaigns to Oregon numbers need quiet hours, frequency caps and accurate sender identification.
